Rosatom to start drafting a plan for comprehensive development of NSR infrastructure in 2019
The State Atomic Energy Corporation ROSATOM is going to start working on a plan for comprehensive development of NSR infrastructure in 2019, Maxim Kulinko, deputy head of the Northern Sea Route Directorate – head of Rosatom’s Department for Development of NSR and Costal Territories, said at the VIII International Forum "Arctic: Today and the Future".
He reminded that on 4 December 2018, State Duma of the Russian Federation approved in the second reading the draft law “On introduction of amendments into certain legislative acts of the Russian Federation (on participation of Rosatom Corporation in functioning of the Northern Sea Route)”.
The bill is expected to be approved in the final reading and signed into law by RF President before the end of the year.
“The plan is to include projects that will be implemented in costal and Arctic territories. We want to coordinate all participants in the Arctic zone. We are ready for a dialogue and we are ready to invite all stakeholders to take part in this plan development to ensure its maximum solidity”, said Maxim Kulinko.
Sergey Vakhrukov, Deputy Secretary of the Security Council of the Russian Federation, said in his turn that some Arctic infrastructure projects are covered by a national project which is under discussion in pursuance of the Presidential Executive Order No. 204. So, the plan is not to be developed from scratch.
Sergey Vakhrukov emphasized the necessity of a comprehensive approach to infrastructure development in the Arctic region since the investments are long-dated and the cost of the projects is very high. Therefore, Sergey Vakhrukov calls on simultaneous construction of port facilities and transport routes is several locations with a comprehensive approach applied to power supply issues.
