    Local content in shipbuilding: how to upgrade the dredging fleet in Russia?

    The active development of port infrastructure, the construction of deep-water terminals and the development of the Arctic requires dredging. According to PortNews estimates, the volume of capital dredging alone in Russia may exceed 80 million cbm by 2025: it involves dredging projects in the ports of all sea basins of the country, sea shipping channels, fish terminals and on the Northern Sea Route. But in addition to this, annual maintenance dredging is also necessary. So, according to forecasts, only along the Northern Sea Route, it will amount to more than 5 million cbm annually.

    Meanwhile, according to the Russian River Register, out of 41 marine dredgers in Russia, only 15% were built at domestic shipyards, and out of 74 river dredgers, only 24% were built in Russia. Most of them have been in operation for over 30 years. This indicates the need for large scale construction of dredging and support fleet vessels. In our opinion, the way to solve this problem is an increase of local content with the support of the world's leading manufacturers. There are already examples of this. Damen Group already has a successful experience in building dozens of ships in Russia, including dredgers. The shipbuilding company provides ship modules, provides the necessary support at all stages of construction, up to supply chain management, and opened an Engineering Center in St. Petersburg.

    In our opinion, such mechanisms of cooperation with the world's leading shipbuilders need to be developed, gradually increasing the share of local manufacturing of ship components, which is stipulated by the relevant decree of the Russian Government based on a points system.
